ePAY is designed to support secure payment processing, compliance, and system integration for Illinois public agencies and the vendors that work with them. This page provides an overview of security standards, PCI support, and available integration options.
Security and Compliance
ePAY operates in accordance with applicable Illinois laws, payment card security standards, and major card network rules. The program is designed to support secure electronic payments while reducing risk for participating agencies.

Legal and Industry Standards
ePAY is designed to align with Illinois law and established payment industry requirements, including the Deposit of State Moneys Act, the Local Governmental Acceptance of Credit Cards Act, PCI Data Security Standards, and applicable card network rules.
PCI Support
ePAY provides participants with PCI support and administration tools at no additional cost. These resources are intended to make PCI compliance easier to manage and document.

Training and System Resources
ePAY offers online resources to support agencies using the platform. Participants can access tutorials and guides for key functions, including reporting, refunds, voids, and manual payments.
For Solution Providers
ePAY works with Illinois state and local government agencies and the vendors that support them. If your company provides software or payment-related services for public agencies, integrating with ePAY can create a smoother payment experience for agencies and residents.
Available integration options may include REST APIs, SOAP APIs, payment redirects, and point-of-sale wrappers. Developer documentation is available to support implementation.
