Through Community Invest, Ag Invest, Business Invest, and other programs, participating lenders can help municipalities, farmers, businesses, and community organizations access the capital they need.
Programs such as the Business Loan Guarantee Program, Federal Worker Emergency Loan Program, and Finally Home also help institutions reduce lending barriers, reach more qualified borrowers, and strengthen Illinois communities.
The Treasurer’s Office also collaborates with financial institutions and investment partners to advance sustainable practices, manage long-term risks, and create lasting value for Illinois.
Access to Capital
Access to Capital helps approved financial institutions use state deposits to expand lending and support economic activity across Illinois. Participating institutions can access resources to better serve borrowers and strengthen local communities.
Ag Invest
Ag Invest helps Illinois farmers and agribusinesses access affordable financing to start, grow, or strengthen their operations. Loan funds can support land, equipment, construction, operating expenses, and both sustainable and conventional farming practices.
Banking Time Deposits
Time Deposits provide eligible financial institutions with stable funding to support lending across Illinois. Participating institutions can use these deposits to increase financing opportunities for individuals, businesses, and communities.
Business Invest
Business Invest helps participating financial institutions expand access to affordable capital for Illinois businesses. Financing can help businesses grow, create jobs, invest in operations, and pursue new economic opportunities.
Business Invest – Community Uplift
Community Uplift helps participating banks, credit unions, and savings organizations bring lower-cost financing to underserved communities. Eligible loans may be used for mortgages, vehicles, education, and other personal needs.
Business Invest – SCALE UP
Sub-Contractor Accelerator Loan Engine Program helps small, diverse construction businesses access capital. Participating lenders can support contractors owned by minorities, women, veterans, service-disabled veterans, and people with disabilities.
Business Loan Guarantee
Business Loan Guarantee partners with approved lenders to expand financing for local businesses in their communities. State-backed guarantees help reduce lenders’ risk and make credit available to more qualified borrowers, improving their access to credit.
Community Invest – Cannabis Banking Services
Cannabis Banking Services gives qualified banks and credit unions access to lower-cost state deposits. Participating institutions can expand banking services for cannabis-related businesses while reducing cash risks and supporting community safety.
Community Invest – Opportunity Illinois
Opportunity Illinois gives eligible banks and credit unions in qualifying communities access to additional state resources. Participating institutions can expand lending, serve more local borrowers, and support economic growth in areas needing investment.
Federal Workers Emergency Loans
Federal Worker Emergency Loan program helps federal employees manage missed paychecks during a government shutdown. Participating Illinois banks and credit unions can provide eligible workers with affordable emergency financing for essential expenses.
Finally Home
Finally Home helps participating lenders serve eligible Illinois homeowners and homebuyers while reducing lending risk. Loan guarantees can expand access to financing for home purchases, refinancings, and foreclosure prevention when traditional credit is unavailable.
Invest in Illinois
Invest in Illinois connects participating financial institutions with state deposits that support lending and economic development. Programs benefit agriculture, businesses, community development projects, individual borrowers, and communities across Illinois.
Investment Opportunities
The Investment team allows qualified firms to share their capabilities with the Treasurer’s investment team. The Office reviews submissions to identify partnerships that support strong performance and expand opportunities for Illinois-based firms.
